On 18 March 2019, the U.S. Department of Energy ("DOE") published a notice of proposed rulemaking ("NOPR") to amend the test procedure for fluorescent lamp ballasts. That proposed rulemaking serves as the basis for the final rule. Specifically, in this final rule, DOE updates references to industry standards; clarifies the selection of reference lamps; removes extraneous requirements in the stabilization procedure; provides a second stabilization option for measuring ballast luminous efficiency; and revises the test procedure for measuring standby mode energy consumption.
